Alderman Cappleman joins with members of City Council’s Black Caucus to remove certain clauses in police contracts that help promote racist misconduct within the City’s police force. Those changes include eliminating the requirement for a sworn affidavit by a citizen before a complaint can go forward, as well as removing a restriction on investigating anonymous complaints and deleting a clause that requires the name and address of a complainant be disclosed to the officer against whom it has been filed. The Mayor’s Police Accountability Task Force and the recent U.S. Justice Department report have made similar recommendations. Chicago’s Fraternal Order of Police contract expires June 30, 2017.
