The City of Chicago has issued industry-specific reopening guidelines for Phase III (Cautiously Reopen) of the Chicago Reopening Plan. Chicago will move into Phase III on Wednesday, June 3rd. These guidelines are for residential buildings, commercial buildings, businesses, employees, and customers as the city continues to prepare to safely reopen. These guidelines will help to inform residents and businesses how to engage in healthy interactions between workers and customers, how to maintain safe working spaces and conditions, and how to design and monitor workplace operations to create flexibility and maintain safety for themselves, employees and customers.
Within Phase III, the following industries are opening first with specific safety guidelines:
- Residential Buildings
- Commercial Buildings
- Childcare centers and family childcare
- Non-lakefront parks (no contact sports)
- Hotels / lodging
- Non-essential retail
- Personal services (e.g. hair/nail salons, barbershops, tattoo parlors)
- Restaurants and coffee shops (outdoor dining only)
- Manufacturing, construction, and warehousing
- Hospitals, dentists, community mental health centers, and Federally Qualified Health Centers
- Gyms (outdoor and 1:1 personal training only)

Public Health Guidance still recommends that individuals wear a face covering along with social distancing. Organizations must also ensure access to personal protective equipment (PPE) to protect their workers. The City has launched the Chicago PPE Market online platform for small businesses, community-based organization, and not-for-profits.
